The change that b0rked is adding RPMTAG_ARCH and RPMTAG_OS
for pubkeys as "pubkey.pubkey".

Tested by importing/exporting my pubkey twice. There's still one  
instance
of my pubkey in my rpmdb that won't erase because of
the added "pubkey.pubkey". todo++.

I'll revert the change momentarily, and set about finding
the code that is dependent on lack of RPMTAG_ARCH
as implicit identifier of a pubkey.
