I'll give it a shot. All the elements for file plaintext
signature verification are basically in rpmio/tkey.c already.

But there are a zillion unspecified elements when you
start tying into keyring representations, and signature/digest
algorithms, and ...

So I dunno whether rpm-5.0 is possible or not. I can
certainly get something together before the rpm-lsb
circus comes to town in mid-January.
