t just configures the bug reporting address to be different from
rpm-devel@rpm5.org and this way allows you to use configurations which
are not officially supported by rpm5.org as they usually cause too much
support trouble.

It isn't about disabling errors in general.
It just let's use proceed in configuring "non-standard" configurations.

I perhaps do not quite understand. Why has to be anything changed here?
It is just an Autoconf option which is required in order to downgrade an
error to a warning. That's all, nothing more or less...
