Presumably you are asking for a per-mode macros file that will be
read only by rpmbuild, not during installs/verifies/queries/imports etc.

Refactoring macro files needs doing imho. All that stops me from  
making the
change is that as soon as I do the refactoring, everyone will start  
pretending that
they don't understand how macros work any more, and I will have to  
personally
explain the reason for the change, and assist with changing  
configuration,
for at least the next year or so.

Truly, most macros are used only by rpmbuild, and are increasingly
just pointless rubbish for all other modes of rpm.

Splitting out perl/python/php/ruby/java etc macros needs to be done at
the same time.
