I can't get "static inline" to work, any better than "extern inline"...

/usr/local/include/rpm/rpm4compat.h:291: error: static declaration of  
'rpmtsImportPubkey' follows non-static declaration

/usr/local/include/rpm/rpm4compat.h:291: error: 'rpmRC  
rpmtsImportPubkey(rpmts_s*, const unsigned char*, ssize_t)' was  
declared 'extern' and later 'static'

Errors above were from HEAD, but change came from 5.0 branch originally.
