Does perl-utils attempt a virtual Provide: for perl?

If so, rpm considers perl-utils "newer" than perl and is erasing the
perl package.

FYI: there is a --noupgrade option that will disable the specific  
loop that
is attempting to "upgrade" perl by erasing older versions.
