Forbid manifests entirely is a similarly Draconian solution.

I want an acceptable general solution, forbidding solves no  
engineering problem.

Personally, I don't think its the end-of-the-world-as-we-know-it if
loops exist. manifests have zillions of usages even if the recursion
cannot be detected reliably.
