Presumably you mean that intersecting the file paths mentioned in
Conflicts: (or other dependencies) with all file paths contained in
packages is more work than Mandriva wishes to do.

Nothing in rpm forces anyone to use file dependencies in *.rpm if  
they don't wish.

But presumably file paths are useful metadata, or you would not have  
implemented
file triggers, nor would Michael be attempting a similar "virtual  
trigger" implementation.

So repository metadata is likely to either have to include file  
paths, or become
increasingly irrelevant, imho.
