There are two cross-compile issues when using lua/file internal.

The cross-compile issue in file is to produce a readable compiled  
magic* file.
I 'spose its time to just externalize file always. The internal is/was  
needed if one
wants to control carefully for RPMTAG_FILECLASS tag content in *.rpm  
packages,
but I don't think anyone really knows or cares ...

The cross-compile issue in lua is compiling bin2c.c in order to generate
a file for inclusion. I 'spose that the file could be pre-generated  
and used
instead of host compiling bin2c on cross-builds. Bit perhaps someone
can think of better.
