Nothing happens if the padding is smaller than what I have implemented.

The only hard part with padding was getting the arithmetic in place
in *.rpm. 0 bytes of reserved space simply does not reserve
any space at all, and does not solve the problem I set out to solve,
but is entirely "legacy compatible".
