For RPM, that would look like
LSBName: whatever
as the LSB context name for a package.
For tarballs, one can use/abuse the format with, say,
a 0 length file called "LSBName=whatever". That "works"
even if pugly.
No matter what achieving consensus on package naming is unlikely
to be achieved easily or soon.
