I happened to have all of rpm-4.4.6 -> rpm-4.4.8 installed on F7 today.

I just checked using
     rpm -ql rpm-libs | /usr/lib/rpm/rpmdeps -P
     pm -ql rpm-libs | /usr/lib/rpm/rpmdeps -R
and got the results I expected.

Installing rpm-4.4.8 from where? From wraptastic.org?

Try building from the src.rpm, that's what I did today to check
/usr/lib/rpm/rpmdeps from rpm-4.4.8.
