You've lost macro configuration, likely because -0.3 was
around the time I was adding /usr/lib/rpm/@VERSION@/macros.

Check rpm --showrc, I suspect most everything has gone AWOL.

Check rpm --showrc | grep dbi with a functioning rpm
to see what should be there.
