Same crash happens for rpm-5.0.0 on cygwin and QNX.
Hmmm, I don't know why cygwin doesn't handle --relocate correctly yet.
I'm surprised at just ignoring --relocate and installing into /. Perhaps
there was a previous install left there?
Meanwhile, the attached patch fixes the double free (and plugs a small memory leak).
Could you try and see whether it also fixes the problem for you?
