Only cygwin, and that was pretty late in the game as well...
It's not "officially supported", at any rate. (Unix only)

RPM assumes a Unix-like environment, so it works with
something like Cygwin or Darwin - rather than something
more alien like Windows (i.e. MinGW) or Mac OS X paths.
So I'm using "other solutions" (shell hacks, mostly) to
build for those at the moment. What I haven't tried is
using the cygwin binaries of RPM in a MinGW environment...
