Doco is wrong, todo++.

Internal zlib is no longer needed, same functionality (i.e. -- 
rsyncable payloads in *.rpm packages) is now achieved with clever  
deterministic flushing rather than brute force padding.

The padding added ~1% to package payloads, the flushing (iirc) adds
